Long-Term Care Section

This section of DHSS inspects and licenses long-term care facilities and certifies intermediate care and skilled nursing facilities for participation in the federal Medicare and MO HealthNet programs. The section investigates complaints of abuse, neglect or regulatory violation against long-term care facilities.

The Division of Senior and Disability Services administers a coordinated, integrated home-and-community-based service delivery system to assure that Missouri's elderly and persons with disabilities have access to information regarding options for receiving long-term care in the least restrictive environment. Home and community based services are available to MO HealthNet recipients 60 years of age or older and to adults with disabilities between the ages of 18 and 59 determined to have unmet long-term care needs. Through a comprehensive assessment process, the division authorizes needed services for adults who choose to receive care in the community. The Division of Senior and Disability Services is mandated to receive and investigate reports of abuse, neglect or exploitation of the elderly and disabled persons.

Missouri Long-Term Care Ombudsman Program

The Missouri Long-Term Care Ombudsman Program consists of staff and volunteers who support and assist residents of nursing homes and residential care facilities with their problems and complaints. Their mission is to improve the quality of life for residents of long-term care facilities through advocacy and education of residents' rights under federal and state law. Contact the Ombudsman Program to receive information about nursing home placement, resident rights, loss and theft, volunteer opportunities or to file a complaint not associated with abuse or neglect.

DCI's Consumer Affairs Division provides assistance to Missouri citizens who have questions or concerns about long-term care insurance. Representatives can help individuals review an existing policy or a policy that they are thinking about purchasing to see if it fulfills their long-term care needs. Representatives also can find citizens a list of all companies in Missouri that offer long-term care insurance, check the financial stability of a particular insurance company and verify the number of complaints the division received for a company relative to the amount of business it has in Missouri. The division's investigation section investigates unlicensed and fraudulent activity and reviews insurance producer applications.

Missouri SHIP is Missouri's state health insurance assistance program (SHIP). Certified volunteer counselors provide free, unbiased, confidential assistance locally for people with Medicare. Missouri SHIP is funded by Medicare and the Missouri Department of Insurance and is not affiliated with any insurance company and sells no insurance products.

The Department of Social Services is responsible for the administration of services provided by the MO HealthNet Program. Elder Abuse & Neglect Hotline

The Elder Abuse and Neglect Hotline is the intake center for reports of alleged abuse, neglect or financial exploitation of persons 60 years of age or older and disabled adults between the ages of 18 and 59. If you suspect that an elderly or disabled adult is being abused, neglected or exploited, please call the toll-free hotline.

Area Agencies on Aging

Missouri has 10 Area Agencies on Aging, each responsible for providing services within specifically defined geographic boundaries. Each AAA is required to provide legal, nutritional, in-home and disease prevention services. AAAs are allowed flexibility in the development of other programs required to meet needs identified within their service area.

Centers for Independent Living take the necessary steps to ensure services are provided to persons with disabilities. The following services are provided: information and referral, independent living skill training, peer counseling, and advocacy. Some of the centers may provide additional services such as counseling, transportation, rehabilitative technology, supported living and mobility training.

Missourians Stopping Financial Exploitation (MOSAFE)

MOSAFE is a two-part project to educate financial institution personnel, seniors, and disabled adults to recognize and report suspected financial exploitation. The project provides training to financial institution personnel on recognizing and reporting exploitation of elderly and disabled customers. The project also educates seniors, disabled adults, and their families on financial exploitation and prevention.
